Shoutout box?

When I was typing a PM at the bottom was a box called shoutbox that someone had typed something in it and I've never seen it before. What was that all about. It was typed 10 hours ago. Is that a general note, directed to me, what is the deal with it?

That might have been me. Im testing features occasionally.. Not sure what it all does but Im going to figure it out someday

The shoutbox, is like a open message board, you post something and everyone can read it, and reply in realtime. Like Messenger. But it is open to the public!
