Now days I think the Henry is about the best bet, well made and completly made in U.S.A. Bi-Mart has good deals on them pretty regularly. Winchesters and Marlins are high now but they are pretty easy to find at gunshows. Tell him to check out the next gun show, they'll be there. they're not that uncommon. Saw a nice Marlin 39 at the Huntington show on Saturday, the wanted $525 used. A Henry at Bi-Mart can be had for half that and you'll have a new gun under warranty. Pawn shops are a good place to check out too.

I've never had much luck at pawn shops. They always seem to want way too much. There is a pawn shop in Mountain Home though that has a bunch of guns and I think they actually might want to sell instead of keep them like most pawn shops. I think it was called Mountain Sports. Nice selection and nice guys running it.
